Issuers scramble as Basel III looms into view

Basel III is coming. The regulatory committee released its final draft in December, and local securities authorities around the world are desperately filling in the blanks. The final implementation deadlines seem far off, but the new rules are already starting to redefine issuer and investor activity for the SSA market. Owen Sanderson reports.
