Germany proved its determination to protect taxpayers at the expense of bank creditors when it became the first member of the European Union to write the Bank Recovery and Resolution Directive into law this year. Now it is proposing a ranking within senior unsecured debt, which will have far reaching implications for banks and their investors across Europe, writes Phil Moore.
