Since the International Capital Markets Association published its model terms for collective action clauses in 2014, sovereigns have leapt to adopt them. Situations like Argentina’s prolonged agony should become a distant memory, but the provisions have unintended consequences — including damaging the ECB’s quantitative easing programme.
