The poll was originally opened in February, but because of the coronavirus, which has also obliged us to cancel GlobalCapital's annual Bond Dinner in May, we decided to delay the Awards. It would have seemed wrong to have the Awards period culminate in March 2020, a period of rare stress and uncertainty in capital markets.
We have now relaunched them, to cover an extended period: March 2019 to June 2020. We invite you to consider market players' performance over that whole period. We have also added a small number of specific new Awards, to cover the special actions market participants have had to make during the Covid crisis. The Award winners will be revealed in a special digital showcase in September.
The relaunched poll is the same as the original one. If you voted in February-March, your votes have been stored and you can re-access them using an individual link, which we will send you. We invite you to review your original votes, change any you wish to change, and vote in the new categories, as well as any other categories you did not vote in before.
GlobalCapital's Bond Awards are unique. They are the only Awards that recognise achievement in all the main segments of the international bond markets through a poll of market participants. We believe this means they truly reflect the opinion of the market.
The Awards thus perform a valuable function of enabling the market to reflect on what worked and what did not in the past year, and celebrate the most impressive performers.
The basis of the poll is that issuers vote for the best investment banks, while banks vote for the best issuers. Other market participants such as investors, law firms and rating agencies can also vote and receive Awards.
The Awards cover Supranational, Sovereign and Agency Bonds, Financial Institution Bonds, Corporate Bonds (including high yield) and Emerging Market Bonds.
New features of the poll this year are:
1) A new group of Awards for performance during the present crisis.
In each of the four sections of the Awards (SSA, FIG, Corporate and EM) there will be two awards:
• Best Bank for Funding Advice and Support During Covid-19 Pandemic
• Most Impressive Issuer Funding Strategy During Covid-19 Pandemic
And in the SSA section only, there will be two further Awards:
• Best Arranger of Covid-19 Bonds
• Best Issuer of Covid-19 Bonds
2) A new set of Awards for the Most Valuable Players in four key areas of challenge for the capital markets this year:
• Post-Libor Solutions
• Sustainable Capital Markets
• Regulation and Market Practice
• Digital Capital Markets.
These four Awards are for the individual investment bankers who have contributed most to solutions in these areas. All market participants are invited to vote on them.
3) Awards for the best Trading Platforms for each of SSA, FIG, Corporate and EM bonds.
The principles of the poll are:
- you cannot vote for yourself or your own institution (except in the Most Valuable Player Awards)
- you vote on firms that you interact with, not your own competitors (except in the Most Valuable Player Awards and the Emerging Market bank awards, where banks are invited to vote on each other)
- one vote per institution in each category
- no collusion or favours
- we will keep your votes anonymous - we ask you to do the same
You are welcome to invite other market participants to vote for you, but it is forbidden to check whether they have voted, to vote on their behalf, to offer any kind of inducement such as votes in exchange, or to collude over voting.
Attempts to cheat are usually discovered, which can be highly embarrassing for those involved.

In starred categories, only shortlisted banks can be voted for, which were among the top seven bookrunners in that region for either all bonds or all bonds under $2bn during March 6 2019 to February 20 2020.
Local bank means one headquartered in that region.
