An abundance of oil and gas is sustaining a tax-free nation but fostering an uncompetitive culture, with 90% of GDP linked to the sector or the state. Given the volatility of energy prices and the reality that reserves can't last forever, such a reliance is clearly unhealthy. Brunei is in need of more economic options, writes Richard Morrow.
